The Jury Commission shall draw and prepare
jury lists in accordance with Section 2313.19 et seq. if the Ohio Revised
Code and in keeping with this Rule. The Court hereby approves the use of
automatic data processing equipment and computer and magnetic media
retrieval systems and visual displays for both the preparation of the
annual list and for the drawing of the jury required by this rule. R.C.
2313.07 and 2313.08.
- Drawing of Juror
- In order to provide a sufficient number of jurors for the annual term
of Court, juror drawing shall be held at least two times a year and such
other times as the commission or the Court may require.
- The County Board of Elections shall provide the Jury Commission with
an annual list of jurors adequate to handle an entire years demand for
jurors.

Pursuant to R.C. 2313.21 the Court hereby
approves the use of magnetic tapes, disc, and automated information
retrieval systems and visual display apparatuses, the conduct of the
drawings and this section. Only persons authorized by the Jury
Commission shall have the authority to access the computers for
selection of the names. The names shall be drawn from the computer in a
random selection by precinct, township, or zip code as authorized from
time to time by the Court or the commissioners. Persons not selected as
jurors shall be reentered so as to be eligible to be selected in the
future. The Sheriff or authorized representative, the Clerk of Courts or
authorized representative shall view the selection process. Any other
member of the public may attend. The Jury Commission shall draw from the
computer the appropriate venires with respective residence of the
persons drawing. The Jury Commission shall draw jurors for the Court of
Common Pleas General, Probate, and Juvenile Divisions. The Commission
shall also draw and create venires for the Columbiana County Municipal
Court. Only those persons authorized by the Court and the Clerk of
Courts shall have access to the encoding device and information storage
devices.
- Trial Jurors
- Trial jurors shall serve for a one (1) week period. Jurors seated for
a trial shall serve until that trial is concluded. Jurors shall be
excused for one (1) year from further service as allowed by law.
- A sufficient number of jurors shall be assigned for jury duty each
week, as requested by the Court, and shall be shared by both Courts.
- The Jury Commission shall meet monthly on a date selected by the
commission and draw sufficient jurors to provide the necessary number of
jurors for at least a four (4) week period beginning approximately eight
(8) weeks after the draw, as to allow for adequate time to notify the
jurors and to receive excuses.
- The Jury Commission Clerk shall randomly assign the jurors selected
for service to a particular week.
- The Jury Commission, upon approval by the Court, may alter the number
of jurors selected, the length of time between the selections and the
date of service, and the method of assigning jurors for a particular
week.
- The Bailiff of each Courtroom shall provide each juror with an
identification badge, in a form to be prescribed by the Court, to be
prominently displayed by the juror while on jury duty, and used pursuant
to Bailiff’s instructions.

The compensation of each Petit Juror is
fixed at fifteen and no/100 dollars ($15.00) for each day’s
attendance, or as modified by Section 2313.34 Ohio Revised Code or the
County Commissioners.
- Grand Jurors
- On any day the Jury Commissions meet, if requested by the Court, they
shall prepare a list of Grand Jurors and see that those are mailed out
with the appropriate information.
- Grand Jurors shall be summoned monthly.
- The compensation of Grand Jurors shall not exceed Ten and no/100
dollars ($10.00) per day or as modified in accordance with Ohio Revised
Code Section 2313.34 or by the County Commissioners.

The Jury Commission Clerk shall forward to
each juror summoned for jury service whether as a trial or grand juror, a
questionnaire to be filed out and returned by the juror. Any juror who
receives a summons for jury service and a copy of the questionnaire shall
fill out and return that questionnaire within five (5) business days.

Any juror who fails to return the
questionnaire as required by the Court, or is not excused from filing out
the questionnaire shall be subject to contempt of Court.

Jury questionnaires may be provided to
counsel for the parties for use during the jury selection process but
shall be returned to the Bailiff at the end of the trial. No person shall
copy the questionnaires or use the information on the questionnaires for
any purpose other than selection of the jury. No person shall contact a
juror or use any information from the jury questionnaire to contact a
juror either before or after the trial without permission of the Court.
Juror questionnaires not made part of the trial record shall be shredded
upon the completion of the jurors’ service.
